Additional IOPS and throughput
Each volume includes 3,000 IOPS and 125 MiB/s. Only the provisioned excess is charged, prorated over the calendar month, including while detached or the instance is stopped. SSD limits: 8,000 IOPS / 250 MiB/s. NVMe limits: 12,000 IOPS / 500 MiB/s. These are read/write ceilings, not a latency guarantee.

Billed for provisioned space for as long as the volume exists - attached or not.

Expand a volume online; resize its partition and filesystem inside the instance as needed. Capacity billing follows the new size.
